The Low Income Home Energy Assistance Program (LIHEAP) helps families in Jackson, Harrison, and George Counties pay their home energy bills, handle energy crises, and access weatherization services. All assistance is free to eligible residents.

A LIHEAP appointment is required to begin services. New applicants must apply through the Mississippi Common Web Portal (Access MS). Returning clients can schedule an appointment online.

Four Ways We Help You Keep the Lights On

LIHEAP provides multiple types of assistance to help families manage their home energy costs and stay safe in their homes.

Energy Bills

Direct payment assistance for your home electricity, natural gas, or propane bills. We work with your utility provider to apply the benefit to your account.

Energy Crises

Emergency assistance when your power is about to be disconnected or has already been shut off. We help restore service and prevent future disruptions.

Weatherization

Referrals to weatherization programs that improve your home's energy efficiency through insulation, sealing, and upgrades that reduce monthly energy costs.

Minor Home Repairs

Energy-related minor home repairs that help keep your home safe and reduce energy waste. Covers issues directly connected to your home's heating or cooling systems.

How to Apply

Two Paths to Getting Help

Whether you are applying for the first time or returning for additional assistance, the process is straightforward.

New Applicants

If you have never applied for energy assistance through CASOMS, start by submitting an application through the Mississippi Common Web Portal (Access MS).

  1. Apply online through the Access MS web portal
  2. Wait for confirmation that your application has been received
  3. Schedule your appointment at the CASOMS office in your county
  4. Bring required documents to your appointment (see list below)

Returning Clients

If you have received energy assistance from CASOMS before, you can schedule your next appointment online through the appointment scheduler.

  1. Go to the online scheduler and select your county office
  2. Pick an available date and time that works for you
  3. Bring updated documents to your appointment (income, utility bill, ID)

What to Bring to Your Appointment

Have these documents ready when you visit your county office. This helps us process your application as quickly as possible.

Valid photo ID for all adults in the household
Social Security cards for all household members
Proof of income for the last 30 days (pay stubs, SSI letter, etc.)
Most recent utility bill (electricity, gas, or propane)
Proof of residency (lease, mortgage statement, or utility bill in your name)
Disconnect notice (if applying for emergency/crisis assistance)
